1. Clean ,wash , fillet and skin fish .2. Place in a well - greased
baking dish . 3. Chop onions ,capsicum and celery .4. Blanch tomatoes
and make a puree .5. melt fat . Add onions, celery and capsicum .
Cook until tender but not brown . 6. Blend in the flour .7. Add tomato
puree and seasoning and cook ,stirring constantly until thickened
. Remove bayleaves and cloves .8. Pour sauce over fish . 9. Bake ,retain
heat at 175 C for about 30 minutes or until tender .
